1. My front 2 upper teeth are extremely yellow. It's been like that since I was 13 or 14 years old. Also, the surface of one of these teeth is slightly cracked.how to treat it? 2. My lower jaw protrudes outside my upper jaw. How much wud it roughly cost for the jaw correction?

That seems to be a internal stains, it can be corrected by porcelain Laminates, Jaw correction, you have to consult an oral surgeon,  it varies.
