If the tooth is impacted, you have to get it extracted. However, if it is for a different cause, then you have to get it treated. So the first thing to do should be to consult a dentist  and get a radiograph, so that he may diagnose the cause. After that necessary steps have to be taken to eliminate the problem. In the meantime, if you are having too much pain, you can apply Kenacort gel in the affected area for some relief.
Next Steps
Consult your dentist
Health Tips
After applying the gel do not eat, drink, or wash your mouth for at least 30 min.

Hi , Please do not ignore your swelling.  A xray  of respective tooth is mandatory to rule out the cause . It could be an eruption pain or pain due to faulty positioning of wisdom tooth or a deep cavity . For now, please take a painkiller (aceclofenac with paracetamol combination) like Dolokind plus  and visit a dental clinic nearby . Your Dentist will suggest you an Antibiotic and  treatment option after inspecting your xray  . Thank you

At your age it is not actually erupting, but severe gum inflammation has occurred around it, which is bothering you.... this condition is called as pericoronitis..... the best solution would be to go for extraction of the offending tooth after an x-ray called as OPG...... consult your dentist for a proper clinical examination and treatment planning....
Health Tips
do not delay this treatment because this condition will keep recurring cyclically.....
