Slip disk operation and pain after that

My uncle was operated for slip disk last year and since then he is suffering from pain below his waist. Doctor says it is due to infection, but this pain moves from one part to other part. Now doctor is saying we can operate it again, but we are not sure what to do. Now financially we are out of money. Please help us in understanding the problem.
