My 11 year old son's finger was scratched by nail of a 3 month old stray puppy and it was bleeding slightly. Does he require vaccination

According to you your son is suffering from dog scratching and it’s come as 2nd category of Dog bite as WHO. If your son haven’t taken any pre exposure prophylaxis of rabies vaccine then he should take 5 dose of rabies vaccination as 0,3,7,14 and 21 or 28 day . If He have taken that vaccine in the past life as before 3 month then should take only 3 dose at 0,3 and 7or 14 day . If he have taken in the past 3 month then don’t take any vaccine.
Next Steps
Wound of that scratching should clean in the running water with soap for 10-15 minutes.

Definitely you need a TT vaccination. Although it is a puppy, and it is a scratch and not a bite, ARV vaccination is required as a precaution, because there is bleeding and it is a stray dog and you don't know whether it is a carrier of rabies and we can't take a risk because if it is rabies positive then it is hardly treatable. Consult on practo for scheduling vaccination.
