It is an irritant dermatitis due to the toner you have used AVOID TONER for your face for few days Use Sunprotection in the form of caps or scarf and sunscreens

This is common with using toners and makeup removers. Your skin is just irritated right now. Give it some rest. Stop all actives, if you’re using any. Use a good ceramide based moisturiser like CeraVe and a broad spectrum sunscreen only for now. Avoid makeup for a few days.
Next Steps
Consult a dermatologist for prescription drugs and medications to ease the tingling and redness.
Health Tips
Azaelic acid based creams will help you but use it only after getting prescribed by a dermatologist under their supervision.
