Rashes on mouth area

My baby has red rashes around her mouth area (upper lips, chin) her paediatrician told that it happening due to her saliva and told to keep the area dry and apply moisturizer. But it's been 4 months now, there is no improvement and infact it's getting triggered more sometimes. I don't know how to deal with it. It's itching so badly that she is getting very cranky and irritated. Please help me, it's so painful for me to see her in this condition.
