Not able to open jaw completely

My mother is unable to open her jaws completely. She can only open her mouth about 80%. If she forcibly tries to open the mouth she feels some pain in back side of jaws(i guess at the joint). What is the problem? Which doctor should we see a dentist or an orthopedist?
