My sister felt a small round movable something on the right side of her neck. She had a tendency of cold and cough. Yesterday she felt one but today there is another one. A feeling of fever. What is this small thing about?

Could be enlarged lymph node.  Get a complete blood picture with ESR, x ray chest, done. Share results with details of age of your sister, history,  duration and severity of cold and cough, it's frequency,  severity  , meds taken.
