Mentally disturbed

My elder sister feels anger every time and her anger reach on that level in which she always thinks to harm someone else and all of a sudden she starts crying. .all day she remembered the things which had happened in her past, and again she disturbed and start reacting on a small small things. . Please suggest what to do because she have a girl child who is just 8 years old,and she have to face the above problem.
