If a diabetic person controls his sugar level in normal range with diet and lifestyle changes only ( without medication ), does it mean he is as fit as a non-diabetic?

Yes, but must keep on checking his sugar levels periodically as well as function tests for kidney. Also retinal changes associated with Diabetes Mellitus must also be looked in to. DM causes progressive damage to all the systems especially blood vessles and nerves.
