Lumps under skin

I have small sized - bit hard - lumps under skin.. on hand and neck. 2 lumps that I know of. From 2+ years. Are they harmful ?

Multiple lumps under skin since childhood are more likely to be lipoma(fat swellings) , they are usually freely mobile, and soft to touch and skin over the swelling is pinchable. In the neck it could be lymph nodes as well.
