It may be soft tissue tumor .get an MRI done then Biopsy as per MRI report then excision of mass

Since its at a very sensitive location , we should plan for an ultrasound of the local region along with a examination from a general surgeon.

Looks like lipoma over neck however differential dd will be cystic swelling.
