Hi! Hemangioma of the hip joint is quite a rare diagnosis. And at 8 yrs of age, so it is most likely not contributing to present situation. How was the Ankle fracture treated ?! Operated or conservative?! Physiotherapy post operatively includes using the affcted part and doing all range of motion exercises with protected weight bearing till fracture unites. If you think that the difference is gross, start jogging or cycling exercise and continue it for about 6 weeks. If you still feel that difference is quite noticeable, get your NCV and EMG for the afftected side along with quadriceps & hamstring activity charting.
