Knee problem

My father(62 yrs) is suffering from problem in right knee since last 7 years. He is under medication due to diabetes and high blood pressure. Recently he consulted a doctor for knee problem and doctor told after seeing the x-ray that the gap in knee has reduced and affected the knee due to friction of bones. He told knee replacement is the only option. My father feels problem while walking. He also feels sudden pain in knee (like locking) and unable to move for few minutes. Is there any solution without surgery? Whether physiotherapy can help?
