It's mainly essential in acute condition. Muscle spasm and pain is a protective reaction of your body for any healing process due to which there is reduction of the movement of the part which further helps in healing. So always rest is recommended initially with pain relieving treatment. Once pain reduces we can start with the exercises because as you say exercises are only solution to it.
