Insulin resistance problems

Along with my HbA1C test, I tested for Insulin level in blood. It came out as 23.68 micro units / ml which is very little above fasting range suggested. Should I conclude that I don't have insulin resistance problem? I walk 6 to 8 kilometres per day, morning and evening together. Despite this my HbA1C levels remain high 10% to 8%. I intend splitting my walk into 3 or 4 times (roughly every 4 hours) instead of just 2 times. Am I on right track doing so? I'm improving my BP readings by frequent stretches (essentially improving blood circulation), I am seeing improved results. I'm trying to use the same logic for HbA1C improvement also

Insulin resistance isn't a disease. it's one of the pathologies in type 2 DM. U don't need to check insulin levels nor are the levels helpful in diagnosing or rulling out IR. HbA1C is very high and needs to be brought under control by changing medicines
