I am in 38 week with more aminotic fluid

I am started week 38 week yesterday and found that aminotic fluid is 21. I will be doing suger test tomorrow but if suger is normal then what can be the cause ? Please suggest anything to worry about baby.

Is it 21 cm or 2.1 cm . Both ways it can't develop overnight.  At this stage I will like to terminate the pregnancy by induction of labour or by Caesarean. A baby at 38 weeks can be looked after better after the delivery.
