After 4 year Hiv antibodies negative and hiv-1 RNA PCR not detected But having oral tongue white coating and neck, armpit and groin swelling and neck stiffness Veginal swab culture Candida showing And torch profile rubella igg positive I am hiv negative or positive Or do i need more evaluation like cd4

You are still "positive but undetectable". It is a state where the viral load is sufficiently low to live an almost regular life with certain adjustment. You'll need a dermatology consultation. Also are you HIV 1 / 2 / both? That changes interpretation.
