Hello , I understand your query. Firstly we need to rule out the other causes of secondary hypertension in your mother ,such as renal artery stenosis ,phaeochromocytoma . Secondly, start her on Anti hypertensives . Thirdly ,we need to rule out the complications of hypertension such as hypertensive retinopathy,renal failure  and hypertensive heart disease.
