Hard water problem

Hard water leads to skin drying and face bumps/pimples ...but can the body get used to it after sometime after continuous usage..since i will need to keep changing cities in future..can't reply on a water softener device always...Also,can u please suggest something just for the face ..to protect the skin against the damage caused by Hard water !!
