Only Tens therapy won't help she needs to do mobility exercises ,strengthening exercises to gain the range and strength
Next Steps
see a physiotherapist who goes active physiotherapy with  capsular release and mainly exercises
Health Tips
only using modalities like tens will give only symptomatic relief without treating the root cause

Hello ma'am/sir, In my opinion you should start doing exercises within pain range and eventually progress them, If you're consulting a therapist it will help your mother recover faster as we use electrotherapy to reduce pain , and manual therapy like joint mobilization which helps her to improve mobility as well. I hope this helps. Thanks.
Next Steps
for better results consult therapist.
Health Tips
don't lift heavy weight, don't sleep on that side, don't use pillow while lying on back , use pillow when lying on other side. don't do local massage.
