Few exercises like toe curls to pick up small objects, writing alphabets with toes, strong toe curls within a shoe can help strengthen the small intrinsic muscles of foot that supports the arch, repeated standing on outer border of foot will strengthen the medial arch supporters..but an external arch supporter is necessary. Readymade arch supporters are available in the market but it's better to get a custom made from a good orthotist.
Electic musle stimulation (faradic foot bath) can help gain arch but without external arch support it won't last long.
