Feeling dizzy always

I have been suffering from  dizzy and swaying 24by 7.  A kind of heavyness over eyes or forehead Took brain MRI and seem to be normal. Consulted few ENT doctors and have issues with ear but said that issue will not cause  imbalance Having medicines for Bp and in control. No sugar complaint. I feel more dizzy during mornings and late evenings . Really not sure what to do.
