Some women may have more fat distributed to the legs. This is normal in women because the hips are more likely to store fat.
It would be best to lose weight and start on a vigorous diet and exercise plan.
I would suggest that you exercise at least 30 mins at a time 3 to 4 times a week. Jogging and running for 30 mins at a time would work.
