You can wait for another 3-4 years, you can also try gently now and then. Eventually it will be fine, don't do anything forcefully, other repercussions might happen. After a certain age, you can visit a doctor for a physical check up and then take appropriate action. No need to worry , untill 4 Years phimosis  it's common , don't do forcefully otherwise skin tear will be there , after 4 years suppose skin persist then need to do Frenuloplasy + Circumcision.. most of the case it will be normal within 4 years
