Discomfort when foreskin is pulled

Hello, I feel a little discomfort when foreskin is pulled backwards when having an erection. When I masturbate i don't pull it back so never had this problem before, but when partner pulls it back it hurts a little.. consulted a urologist in person, he suggested circumcision.. is it normal? If not what could be the reason and if there is any treatment apart from circumcision?
