Can a successfully treated Syphilis Patient donate blood in future?? If no, how to say no when asked for it without revealing the name of the disease.

Your test will be positive for many years even if you have recovered completely. Hence you will not be able to donate blood. And regarding what to say, just don't give consent for blood donation. Our you can say I'm anemic or I feel generalized weakness and hence don't think it's a good idea to donate.
