Sir I am 38 YEARS old having normal health. But I feel my both nostrils do not function simtaneously. Is it normal???

Nostrils never function in unison. It is technically called Nasal cycle. Some people just are sensitive to this normal, physiological cycle which is present in a humans. That being said there can be many reasons why your nose is blocked.
