Black spots on glans

I had flat black spots on glans .i went to a dermatologist and was prescribed propydern NF( clobetasol propionate,clotrimazole,fusidic acid). I was not told by the chemist that i have to only use for 7 days and i didnt saw the prescription carefully.i used it for almost 1.5 months.My glans had turned whitish pink.the spots were still there but the skin of glans except those black spots was all clean.now after 8 months of stopping the cream my glans has very tiny(size of a pen's nib)raised brownish black spots all over it. what is it.can it be reversed or treated?
