7month old - not sleeping on shoulder

My 7 month old baby doesn't like to sleep on shoulder. Ever since her birth she will not sleep on shoulder. She sleeps comfortably in the bed or swing. When I try to forcefully make her sleep on shoulder she will refuse. Is this normal?

Yes nothing to worry. Some kids are not comfortable that way no issues as far as she is sleeping well
