There can be two reasons mostly 1. Eye is allergic and child has severe itching. 2. If the child doesnt see properly, he/she tries to see properly by rubbing eye. This needs proper dilated retinoscopy checkup. Both these causes needs hospital checkup. Better find a centre with pediatric ophthalmologist.

Consult the nearest Ophthalmologist for Vision check. Rubbing can be due to allergies also. So it's better to get your child evaluated in person.

At this age, eye rubbing with watering and itching is most commonly due to allergic conjunctivitis. Dark circles can be related to eye rubbing and nasal allergies and are usually not due to screen use—especially since her TV time is limited.
Next Steps
Please try to discourage eye rubbing, keep her hands clean, and wash her face after coming indoors. Cold compresses can give relief. If symptoms persist, an eye examination is advised so we can confirm allergy and prescribe safe anti-allergic eye drops suitable for children. Seek immediate care if there is redness, pain, discharge, swelling, or reduced vision.
