Hi. I can deeply understand as a parent what your concern is. Few kids do show delayed eruption. If you are able to notice a bulge it is a good sign. Most probably in months time you can expect the tooth to errupt.
Next Steps
I would advise you to get an OPG done so that we can get a fair idea of milk teeth positioning. I would also like you to suggest if you give carrot strips cucumber strips long enough so they don't choke and give a massaging action to gums. similar massage you can also do with your finger tip after washing your hands in circular motion .
Health Tips
kindly give any food bits in front of you so the the child is always under supervision to prevent choking .

It's a bit late. You need to consult with doctor online or offline for better guidance and treatment options. X ray or OPG is required to see the status of erupting teeth.

Its a bit late as first eruption occurs at the age of around 6 months.

It appears to be delayed eruption of teeth which happen due to various reason. Since you mention the presence of bulges in both upper and lower jaw , the teeth might erupt soon.
Next Steps
You could wait for few more weeks while giving the kid teething toy ( under supervision) which sometimes might allow the teeth to erupt by thinning the overlying gums(gingiva) . If this does not help a dental x-ray might be necessary to rule out the other cause.
