Hi, I do not know as to which bone he has fractured. Age is not a contraindication for surgery and so is diabetes. The advantages of fixing a fracture is early mobilisation. Not undergoing a surgery can result in complications such as DVT and bed sore, chest congestion and infections. It might also prevent him from walking in the future. Surgery also has its own risks and complications which can occur. Please take him to an Orthopaedic surgeon
