My penis head is swollen and I don't know whom to talk. Kindly help. It's paining n the skin is also not retracting.

U may have paraphimosis. The skin needs to be retracted early or it can cause gangrene of head of penis.
Next Steps
Try with hair oil at home once, if it doesn't retract go to surgery Emergency. If they can't reduce by jellies, u may need Circumcision.
