Penis infection. And what should it do?

In my penis inner side, which is covered by skin. I get white substance. It is layered till the tip of my penis. If at morning I clean it(wash it with water) at the end of day, it will be there. And At night i clean it, then at morning it will be again there. It is likely that i have not cleaned my penis for 1 week properly, then this type of things happens. But this is happening to frequent. It also smells bad. I'm facing this problem form 10 days. Earlier I have never faced this type of problem. One I was feeling much etching in my penis, then i show it what is there, then opened it properly, then i seen that its too much dirty. I cleaned it, after that day till now continue. I have to wash it daily 2 times. Else it starts etching to badly. It started with me when winter was ended and summer days started. Tell me whats the problem. And what should it do ?
