One of two testicle is not at its place

Asked for Male, 19 Years

One testicle is very high near by stomach and causing so much pain once in while, what should be the treatment and to whom i should consider for check up, some local doctor suggested to remove it with opration, whare i am still looking for the solution without removing it,
