There is continuous itching on the eyelashes and in the corners,,though the vision is clear, please tell me, whom should I consult an eye specialist or a dermatologist?

Might be due to seasonal hay or due to dryness because of excess screen time usage try tear drop plus eye drop to keep eyes moist...if irritation and itch persisist consult opthalmologist
