Are there any legal barriers for foreigners to travel to India for treatment of Hepatitis? I note the substantial difference in price between certain specialty drugs made in India and assume that foreigners could not simply fly to India and obtain the generic drugs.

There are no legal barriers except when you fly back with the medicines, you must carry a valid prescription along with you. So you need to show to a Hepatologist - liver specialist in India, get a prescription. You may or may not be covered by insurance in India.
