Finger Problem - 7 Years Ago, My Left Index Finger Got Cut At

7 years ago, my left index finger got cut at the nail area. Can it be fixed or any surgery can improve it all?

Will need to see the finger. Please show it to a hand surgeon/general surgeon. If totally amputated, there are some advanced techniques, but with questionable results.
