Cut sx shin shave sat. now swollen ankle
Saturday I was shaving hastily and the razor slipped and I cut the outside part of my left shin circa 5 cm above me the ankle in a 1cm by 3cm superficial cut.. Today I noticed my ankle swelling progressively throughout the day.. The area is tender to touch. Could there be a fluid (blood, etc) build up, or could I have nicked something?

You need to take good care of the wound.
If you haven't taken tetanus shot in the past, suggest you to take one now.
It's a part of inflammation process.
Nothing to worry.
