What is the clinical history ? Symptoms ?  Needs clinical evaluation. Surgery may not be needed , depends on clinical examination.

That depends on his symptoms. Never reports are addressed, rather surgeon or clinician treats the symptoms always. If is possible that MRI may show few issues, but patient is absolutely fine.
Next Steps
Would be better if patient visits, shoulder can be examined before commenting on surgery etc.
