Is bioavailability of calcium  Iron Magnesium  Manganese  Phosphorus Potassium Sodium  Zinc from wheat flour is low because of Phytic acid ? Does our body absorb these mineral from wheat flour ?

Yes the phytic acids prevent absorption of trace minerals like iron and magnesium etc from whole wheat or whole grains. 
Next Steps
To reduce the phytic acid  content, we can soak the wheat and discard water.And  sprouting and germinating of the whole wheat is recommended to break down the phytates. Refining the whole wheat reduces the phytic acid content.

The bodys absorption of these minerals is blocked by the phytic acids as well as each other. so calcium, manganese and copper decrease absorption of iron .
