Unable to detect ovulation period

We are married from 2 years and we are planning for child now, since we both live in two different cities, it is tough for us to stay together, so we thought to go for ovulation testing kit, for 3 months continously but it was never positive during 10th to 15th day. Assuming 28 days period cycle.. need guidance for family planning
