Top lip sticking out past bottom

My top lip sticks out past my bottom lip. It seems to be something more in the center of my top lip. Also, it is like extra fat or extra lip is there. I'm not really sure how to explain it further so you can look at the pictures to see what I mean. Also, I have had this for 3 years at least, I do not believe I have had this my whole life. I am 16 years old, also.

I feel you have a lip correction to be done. Need to check your bite also. If there are some minor issues it can be corrected within a small time. But it is better that you first get it diagnosed
