Permanent teeth erupt when the child is about 6 years old. Deciduous teeth will gradually wobble and fall out. All deciduous teeth will be replaced by permanent teeth before they are 12 to 13 years old.
It is much more likely to just remove a severely damaged baby tooth as you are saying only roots are remaining.
X-ray of the teeth will help to look for permanent dentition.
