As seen in the picture it doesn't look like a cat scratch. If it's actively bleeding he needs to be seen. And if u still suspect cat scratch I would suggest you to get a rabies vaccine too.

If cat scratch means we can't risk of Rabies because it is very Fatal. So get the Rabies Vaccination
