My mom's sugar level is above 300 empty stomach how do i make it to normal. She doesn't want to take medicine and all

What is her duration of diabetes and weight. If she is recently diagnosed and obese, you should focus on loosing weight. Ask her to loose around 10% weight with diet and exercise. It will normalise her blood sugar. However, if her diabetes is chronic, she must have to take medications along with life style modification.
