Some sort of allergy on lips, lipline

Extreme dryness around the lips. Lips and the area around is usually red especially in morning.Also there were few bumps which used to be yellow but on doctor's consultation i have been applying hydrocortisone and ecziderm cream.The condition improved a bit but not completely. I have been applying the same creams since 15 days. There is itching on lips and the area around it. It remains ok till I apply the cream but after an hour or so it becomes same. This is happening since January end. The doctor i consulted 15 days ago said that it might be an allergy due to some cosmetics and will become fine in 7-8 days. I was able to see the improvement but now at certain point it has stopped and from around 10 days it is same no significant improvement.
