When exposed to sunlight in the morning time during a walk my skin is getting red bumps and feeling itchy and they disappear within a 10 to 30 minutes after I come away from sunlight is it a autoimmune disease

Reaction to sunlight doesn't  mean it's  an autoimmune condition all the time . It could be allergy to sunlight too ,use a sunscreen 30min before going outside and re-apply every 4 hrly .
Next Steps
consult a dermatologist for proper evaluation and treatment

It's difficult to diagnose a autoimmune disease in a single line question. please take a consultation for detailed discussion and evaluation.
