Scalp issue

Hi. I have extreme dandruff issue for past couple of years. I never used oil but I have started using it lately. Additionally, I also used Ketonazole Shampoo as cure briefly. However, even when dandruff goes away, it comes back quickly and never seems to go away. How do I mitigate this?
